Snorfiets helmet law in the Netherlands: rules, fines and what to buy

What changed on 1 January 2023
Before 2023 helmet rules for snorfiets were patchy: Amsterdam required a helmet inside the A10 because snorfiets riders moved onto the carriageway there, but much of the country had no helmet requirement on cycle paths. The national government replaced that patchwork with one rule - every snorfiets rider and passenger wears an approved helmet, everywhere, every ride.
Bromfiets helmet rules did not change. Yellow-plate riders always needed a helmet; the 2023 law finally put blue plate on the same footing nationwide.
Which helmets are legal
The helmet must carry a recognised approval mark. Accepted types include standard moped helmets marked ECE 22.05 or ECE 22.06, and speed-pedelec helmets marked NTA 8776:2016. A bare bicycle helmet does not meet the standard for snorfiets.
The helmet must fit properly and fasten securely. Open-face jet helmets are popular in summer; full-face options offer more protection in rain and cold. Buy from a reputable shop that labels approvals clearly - "looks like a scooter helmet" is not enough at a roadside check.
Fines and enforcement in 2026
Riding without a helmet on a snorfiets carries a fine of approximately €120 excluding administration costs. Wearing a helmet without a valid approval mark costs around €110. Police and municipal teams check actively in Amsterdam, Rotterdam, Utrecht, and The Hague - especially near schools and main commuting corridors.
Passengers without a helmet are fined separately. If you give someone a lift, both of you need head protection before you pull away.
Snorfiets helmet vs bromfiets helmet - same rules now
There is no separate "snorfiets helmet" category in law. The same approved moped helmets work for both blue and yellow plate. Many riders choose one helmet and switch vehicles without buying twice.
Insurance note: in a crash, insurers expect you to have followed traffic law. Riding without a helmet will not void third-party cover for the victim, but it can affect injury claims and personal liability - another reason to buckle up every time.
Does Amsterdam still have extra rules?
Amsterdam's rijbaan mandate for snorfiets inside the A10 still applies - you ride the carriageway there on most streets. The helmet rule is no longer Amsterdam-only; it is national. Whether you are on a cycle path in Groningen or the rijbaan near Leidseplein, the helmet stays on.
